Performance Management System Article - September 2015

Output 5 of the PSC Office pertaining to the Performance Management System reads as follows:

 

 “Facilitate a government wide understanding of the use of Performance Based Systems and its competencies for decision making and development of a performance based Public Service”

 

The priority of the Division for the month of September 2015 was to:

 

-          Finalize Pre-Implementation Check for MFAT, Palace Office, MIA, MoFNP, MoH & PMO;

-          Provide on-site assistance for MET and MEIDECC as may be required;

-          Complete the Pre-Implementation checks for the Ministries abovestated to confirm their Implementation status

-          Provide relevant PMS Trainings as requested by line Ministries (e.g. PMS Awareness Training, Recap Training, Supervisor Training etc.);

-          Implement the rollout of PMS in the Outer Islands (i.e. Vava’u and ‘Eua initially);

-          Convene the 1st PMS sub-committee meeting for the FY 2015/16;

-          Continually follow-up progress of PMS in line Ministries and assist where necessary.

As such, the following provides a brief outline of the activities carried out by the Performance and Contract Management (PCM) Division in the month of September 2015;

1.        Outer Island PMS Rollout

The Public Service Commission had directed that the Performance Management System be rolled out to the Outer Islands of Vava’u, Ha’apai, ‘Eua and the two Niuas. As such the Performance Management Division of the PSC Office sought and obtained the support from the relevant CEOs to conduct a PMS visitation to Vava’u as from 08 to 11 September, 2015.

The PSC Office’s work schedule for the Vava’u visit consisted of two (2) components as follows;

 

$i.        A PMS Awareness Training in which employees were introduced to PMS with emphasis on its inception, progress to date and the PMS Form. The PMS Awareness Training schedule was as follows;

 ii.        1-2-1 CONSULATIONS between a PSC Office staff and the Vava’u government employees were held which afforded them the opportunity to discuss HR/PMS issues or concerns and clarity was provided by the PSC Office. This consultation was carried out following the completion of the above stated Training sessions, and the employees issues/concerns raised by the staff was collated and reported back to the relevant CEOs in Tongatapu.

 

PMS OUTCOME REPORT - Upon return to Tongatapu, the PMS Division distributed the outcome report based on the findings from the Vava’u PMS Trainings and 1-2-1 discussions to the relevant CEOs here in Tongatapu on 22 September, 2015. A copy of the outcome report was also forwarded to the Vava’u OICs (via email) for their information and consideration.

4. PMS Activities Planned for October 2015

 

In order to maintain the positive momentum of the PMS Implementation throughout the Public Service, the PCM Division’s work plan for October 2015 includes the following;

-          Implement the initial awareness and PMS rollout to the Outer Islands of ‘Eua and Ha’apai;

-          Provide on-site assistance for MET and MEIDECC as may be required;

-          Complete the Pre-Implementation checks (CEO’s PMS interview) for MoFNP, MFAT, Palace Office, MET & MEIDECC;

-          Provide relevant PMS Trainings as requested by line Ministries (e.g. PMS Awareness Training, Recap Training, Supervisor Training etc.);

-          Conduct Pre-Implementation Status Check for Vava’u;

-          Continually follow-up progress of PMS in line Ministries and assist where necessary.

The PCM Division is committed to assisting line ministries over the coming months as necessary.
